What is the CPSC eFiling requirement?
Beginning July 8, 2026, the US Consumer Product Safety Commission will require all importers of CPSC-regulated products to electronically file product data at the time of customs entry. More than 2,400 Harmonized Tariff Schedule codes fall under this requirement, covering a broad range of consumer products including toys, children's products, electronics, furniture, clothing, and household goods.
This is a major compliance change that will affect thousands of importers. Products that were previously cleared with minimal CPSC documentation will now require detailed electronic filings.
What data must be filed?
The full CPSC PGA (Participating Government Agency) message set requires importers to provide a product description with sufficient detail to identify the product, the applicable product safety regulation or standard, testing laboratory information and test report references, the manufacturer name and address, a certification that the product complies with applicable safety standards, and the target age group for children's products.
How to prepare
First, determine whether your products are CPSC-regulated by checking your HTS codes against the CPSC's list of covered codes. Second, gather required documentation including test reports, certificates of conformity, and manufacturer information. Third, set up CPSC Product Registry entries to streamline the filing process by pre-filing product information. Fourth, coordinate with your customs broker to ensure they are prepared to include CPSC data elements in your entry filings.
Importers can pre-file
CPSC has created a Product Registry that allows importers to pre-file product information. Once a product is registered, your customs broker can transmit an abbreviated CPSC message set at the time of entry rather than the full data package. This significantly streamlines the process for repeat imports of the same products.
Penalties for non-compliance
Products that arrive after July 8, 2026, without the required CPSC eFiling data will be subject to holds and delays at the port. CPSC can refuse entry of non-compliant products. Importers may also face civil penalties for failure to comply with filing requirements.
